The registry begins with scope, not a verdict. Shelters, veterinary establishments, and slaughter facilities are separate layers under one method. A location is not a finding; every published record carries a source, date, confidence level, and verification state.

METHODREGISTRY RULE

A dot is not proof.

Each layer has its own source boundary. The shelter layer references the University of Florida’s 2025 Shelter Animal Census: 153 known brick-and-mortar shelters. The veterinary scope figure, 1,758, refers to DBPR-reported veterinary establishments in FY 2023–24. The slaughter layer uses a 34-facility FSIS directory-based working count refreshed September 2, 2026. None of these counts alone establishes conditions or replaces a field record.
