THE FIELD CONSTITUTION

FIVE PRINCIPLES FOR PUBLIC ACCOUNTABILITY.

  1. The record is the standard.Every finding distinguishes what was observed, reported, verified, inferred, or unresolved. Source, date, and conditions travel with the record.
  2. Animal welfare is the measure.Facilities are measured by the lived conditions of animals, not public posture, institutional convenience, or prior reputation.
  3. Findings require due process.No conclusion is issued before relevant facts, context, and constraints are documented and tested against the protocol.
  4. The public record must hold.Each completed visit produces a public summary of evidence, findings, limitations, and next steps, except where safety or privacy requires restraint.
  5. Remedies must be tested.Every verified problem receives a practical remedy, a responsible party, and a return point. Improvement is measured, not assumed.

Someone has to do it.
