- The record is the standard.Every record names what was observed, reported, verified, inferred, or unresolved—and carries its source, date, confidence, method version, and verification state.
- Animal welfare is the measure.The animal’s lived condition is the point of measurement. Later records preserve change over time instead of overwriting the history.
- Findings require context.Claims have to travel with their evidence, constraints, and limits so another reviewer can see what supports them and what does not.
- The public record must hold.The work has to be clear enough for another trained team to apply, compare, and test without flattening the reality of a facility.
- Remedies must be tested.Improvement is not assumed. A remedy has a responsible party, a return point, and a revision only when evidence earns it.
